Lowcountry Transportation Planning

The Planning Department of the Lowcountry Council of Governments has been given the responsibility for transportation planning in the four-county region by the South Carolina Department of Transportation. Those responsibilities take a number of forms, including:

  • Preparing and implementing the Long-Range Transportation Plan (LRTP) for the Region. The existing plan is being updated and we will be consulting with the public as we go to ensure that the needs of the Region are incorporated. We have established a Technical Committee consisting of the Directors of Planning of Colleton and Jasper counties, the Hampton County Director of Public Works and the Transportation Engineer from Beaufort County. Stakeholders' groups will also be developed.
  • Administering and monitoring Statewide Transportation Improvement Program (STIP) grants/guideshare funds for transportation projects in the Region. Because of recent South Carolina legislation to ensure that projects are selected on quantifiable transportation needs, we utilize a detailed project decision-making matrix that has been approved by the SCDOT commission. Current STIP list for the Lowcountry and Transportation Improvement Projects (TIP) for the Region.   
  • Working with LRTA/Palmetto Breeze and other partners to improve and extend public transportation services in the Region. Some of the plans that have been completed in the past approximately five years include:

The LCOG Board has appointed an eight-person Transportation Committee from among its members, consisting of one municipal elected representative and one county council member from each of the four counties.
